How to read a rate
Population is the 2010 Census, the most recent count the City publishes for community districts; NYC Open Data has no 2020 equivalent at this level. Districts that grew since 2010, like Manhattan CD 1, will read higher than they should. And a rate is measured against residents only, so business and visitor districts look extreme: Midtown records over a thousand reports per 1,000 residents largely because workers and visitors, not residents, generate them.
