The lead agency (Office of the Deputy Mayor for Housing, Economic Development and Workforce) has issued a Positive Declaration under CEQR — meaning a full Environmental Impact Statement is required for the BMT Vision Plan. The Draft Scope of Work (DSOW) defines what the EIS will study. The public comment period was extended on March 31, 2026, and written comments are now accepted through Friday, May 8, 2026.
EDC issued a Request for Expressions of Interest (RFEI) in December 2025 seeking ideas from port operators and maritime industry for how the 122-acre BMT site could be optimized for maritime industrial uses. 25 responses were received. Elected officials and community stakeholders pushed for more time to review them before the original March 31 DSOW comment deadline — and won an extension to May 8. Critically, EDC has stated that while the EIS may include a port-first alternative for comparative analysis, the agency continues to advance the Vision Plan as approved.
The Brooklyn Marine Terminal (BMT) is a 165-acre former port site on the Red Hook waterfront, transferred from the Port Authority to NYCEDC in May 2024. The NYCEDC BMT Vision Plan, completed September 2025, charts a transformation into a modern all-electric port alongside new housing, open space, and community amenities — ending 50 years of disinvestment on the CB6 waterfront.
