In 2023, East New York/Starrett City was the city’s 10th largest neighborhood by population out of 59 neighborhoods. Among the 59 districts, it has the 7th largest proportion of nonwhite population, the 47th highest median income, and the 47th most expensive rents. From 2010 to 2024, the district added 7,263 new housing units, 1,191 units of which were market rate and 6,065 units of which were income restricted. The district had an estimated 190,021 residents in 2023, of whom 8.8% identified as Asian, 45.0% identified as Black, 35.8% identified as Hispanic, and 3.5% identified as White. The largest household income bracket was $60,001 – $100,000, covering 23.0% of households. In 2000, the household income group with the largest share (24.4%) of households was <= $20,000. Median household income in 2023 was $51,220, about 36% less than citywide median household income ($79,480). The poverty rate was 22.0%, versus 18.2% citywide. Real median gross rent rose from $1,310 in 2006 to $1,410 in 2023. This represents a 7.6% increase over the same period. The overall rental vacancy rate in East New York/Starrett City was 3.4% in 2023. As of 2023, the change in median household income outpaced the change in median gross rent by 31.3 percentage points. 29.7% of renter households were severely rent burdened in 2023 (spent more than 50% of household income on rent). 90.5% of the rental units were affordable at 80% Area Median Income, 9 percentage points higher than the share in 2010. DOB issued permits for 2,036 new residential units in 2024, 1,696 more than in 2023. DOB issued certificates of occupancy for 1,821 new residential units in 2024, 1,027 more than in 2023. 8.8% of rental units were public housing as of 2024. East New York/Starrett City has 733 properties with subsidized units as of 2024 through programs like HUD assistance, Low Income Housing Tax Credits, 421a, and others. 19 properties have subsidies due to expire between 2025 and 2030, 35 properties have subsidies due to expire between 2031 and 2040, and 128 properties have subsidies expiring after 2040. The serious crime rate was 17.0 serious crimes per 1,000 residents in 2024, versus 13.6 serious crimes per 1,000 residents citywide.
