MOTION PASSED: UNANIMOUSLY

Continued discussion and review of proposed Brooklyn CB6 policy regarding the issuance of “waiver letters” for liquor license applicants.

Mark Shames: Accept recommendation on points 1, 2, and 3. District Office contact police precinct, 311 and other agencies, to find if there are other complaints. No letters from neighbors – no 5-day notice.

Matt Silverman: Non-trivial complaint friendly amendment. Seconded by Lou Sones.

The committee’s proposed policy on waiver letters is therefore as follows:

(i) that the liquor license application be for renewals only (no new applicants would be considered); (ii) that any requests for a waiver letter be considered on a one-time basis; (iii) that the liquor license establishment not have a history of complaints, which would have triggered a committee-level review of the renewal application; (iv) that the district office shall check with the respective local precinct and, if possible, the City's 311 system to determine if there were substantial complaints about the establishment; and, (v) that when the above conditions are met, in the absence of any substantial complaints, the district office can issue a waiver letter.

Mark Shames made a motion to adjourn. The minutes were submitted by Neena Dutta.
