V. NEW/OTHER BUSINESS

Electeds:

- CM Hanif: - Thanks for our support on city-wide initiatives, HomesNow campaign, City of Yes for Housing Opportunity. Climate response shouldn’t come at the expense of housing, but she wants to put forward amendments to strengthen affordability - Sanitation Dept new rules on mandatory (as of 2026) bins for rat prevention, DSNY assured the bins are affordable, but City not covering the cost. Property owners encouraged to purchase by October 1 to have by December enforcement. She offers support for any difficulties getting bins and getting fines. BINS.NYC.ORG - Shahana voted against the budget based on backing families and funding to keep families here, lacked real childcare measures and concerns over school budget cuts. Spoke with speaker to get wins like Gowanus Green funding, $3mm for capital improvements for schools in district, $1m for Maimonedes labs, $ for Brooklyn Conservatory of Music - Heard about concrete facility in Brooklyn Marine Terminal, dust is accumulating, the spray the facility claims they use is not happening or not working - Wants update on Carroll St Bridge

VI. EDC Presentation on Brooklyn Marine Terminal

- 122 acres, roughly the size of Battery Park City - Generational opportunity for land use change - Today is essentially off-limits to the public, that will change - Maritime business and public use - EDC expertise in maritime business/industry and neighborhood scope planning is why they are spearheading - Site is a key part of maritime transportation - Piers 11 and 12 already invested in, 7 and 10 have capital funding committed by City, 9a+b are both nonfunctional - Mixed use neighborhood envisioned - “Representative and robust” community engagement - Offered for any tenant/block association leaders to ask for EDC to come speak to them and they’ll do it

- Q&A:

- Jerry said to check IKEA rezoning agreement, he recalls a mandatory inquiry into maritime transport

- Jerry also noted this is not a ULURP but a GPP (allowed thru the state). - A: this is more efficient for a project of this scale (multiple geographies) would otherwise require a series of ULURPs - Goes through CPC - David refers to Gowanus Rezoning (ULURP) length of engagement as the expectation, and points to the complexity of Gowanus. How much of the land will be publicly owned? - A: once GPP is approved, City will be sole owner of the property - David: mitigate resilience/public park, transportation (F train reliance) - Leroy asked about who makes advisory council decisions? - Member asked about timeline–answer was “some time”, winter 2025 floated - Hildegaard: “Go EDC!” - AM Simon asked about the GPP process at it pertains to changes and community outreach in that. What is the current vision for engaging community throughout the ongoing process? - (answer not heard) - Jacqui q: is there a plan to engage outside of digital platforms? - A: yes canvassing with Green City Forest in Red Hook for flyers, in addition to going through CB newsletters and other digital forms - Public questions: - Member IRL (did not identify himself) expressed concern about the timeline and asked again about why not ULURP? - John (63 Tiffany) via Zoom: opposed to GPP since it will become City land, levied charges against transparency, “whole process not looking good”
