Land Use 176 Dikeman Street Presentation by development team to modify the zoning bulk as per the City of Yes authorization described under ZR 75-21. Team pointed out the economic benefits to the city to help support a NYC film industry that is facing challenges due to increased costs relative to other cities. Responding to the committee’s questions, the development team confirmed that the property is not within the BMT area and they will install the solar array on the rooftop as depicted in the renderings. A conversation ensued regarding street wall transparency around the set fabrication shop. The development team resisted this due to safety and privacy concerns. The committee pushed back, noting that creative solutions are possible that can both address the development’s team concerns while creating a visual connection between the fabrication shop and the street. Jerry: Motion to approve with: a) increased street wall transparency around the set fabrication shop to help establish a visual connection with the community and b) installation of the rooftop solar array. Laura: Seconded Unanimously approved Community Session The committee had an informal conversation about the upcoming development presentation at 175 3rd Street. Based on an initial informational meeting with the development team, they will be asking for the board’s support as per a CofY authorization to increase bulk by approximately 85,000 ZFA so 100 additional residential units can be created, thus creating a 1,000 unit development. The ZFA will be transferred to 175 3rd Street from the PowerHouse Arts site. (This plan of action triggered last month’s presentation of PHA’s continuous maintenance plan.) Given the value of the transaction, the committee has taken the initial position that it will support the increase in bulk with the following stipulations: a) public bathrooms are provided, b) the 100 additional units be non-market rate, and c) the privately owned waterfront promenade on PHA’s property be upgraded and converted into a public space that meets the Waterfront Access guidelines and connects to the rest of the promenade to the north and south. End of meeting.

Landmarks 132 Kane Street Proposed planting bed, fencing, and non-combustible trash enclosures. Presentation by Cristina Gomez of Brooklyn Studio. Project requires a revocable consent from the DOT. Committee asked questions about the trash enclosure materials, fence details, and curb. Jerry: Informal motion to approve as presented Laura: Seconded Dave: Friendly amendment to make motion contingent on DOT approval of revocable consent. Jerry accepted. Unanimously approved Powerhouse Arts Continuous Maintenance Plan required by new CofY requirements when transferring ZFA . Presentation by Paul Parkhill of PHA and Brigitte Cook of PBDW. Committee asked questions about what sort of approval is issued for the CMP and what happens if the floor area transfer doesn’t go through. As per CofY, LPC issues an MOU for the CMP. The purchase of the ZFA will help fund the CMP. If the floor area transfer doesn’t happen, then PHA still plans to maintain its building long term since it recently underwent an extensive restoration. Jerry: Motion to approve as presented Laura: Seconded Unanimously approved Community Session Informal discussion took place about how PHA can open its waterfront to the public. The property is not subject to the WAP requirements and therefore does not receive an indemnity for public use. The committee will reach out the CM’s office to see if this can be rectified.
