Every MBE, WBE, EBE and LBE the city has certified, with a New York City address
City certification is a procurement tool. The Department of Small Business Services certifies firms as Minority-owned, Women-owned, Emerging or Locally Based Business Enterprises, and agencies then have targets for how much contract money goes to them. So this list is a map of where the businesses competing for city work actually are, which is a different question from where the money ends up.

What the certifications mean, and what this list is not

The four certifications

  • MBE, Minority-Owned Business Enterprise: at least 51 percent owned, operated and controlled by Black, Hispanic, Asian-Pacific, Asian-Indian or Native American people.
  • WBE, Women-Owned Business Enterprise: at least 51 percent owned, operated and controlled by women. A firm can hold both, and many do.
  • EBE, Emerging Business Enterprise: owned by people who are socially and economically disadvantaged, without regard to race or gender.
  • LBE, Locally Based Business Enterprise: located in and hiring from an economically distressed area.

What it does

Certification gets a firm into the city's directory of vendors, onto discretionary purchase lists, and inside the participation goals agencies are held to on contracts. It is not a grant, a licence, or a guarantee of work.

What this list is not

It is not a directory of every business in a district. It is only firms that applied for and hold city certification, which skews heavily toward the trades that sell to government: professional services, construction, and administrative support. A neighbourhood with few certified firms is not a neighbourhood with few businesses.

The address is the one the firm registered with SBS, which for a contractor is often an office or a home rather than a storefront. Firms whose registered address is outside the five boroughs are not shown here at all.
