On August 19, 2026, the Department of Housing Preservation and Development (HPD) and the Department of City Planning (DCP) released the draft of the city’s first Fair Housing Growth Strategy, required by Local Law 167 of 2023. It estimates how much housing New York City needs over the next ten years and sets a non-binding 2030 housing target for every one of the 59 community districts, including Brooklyn Community District 6.

The longer version

The report has three parts. The Housing Needs Assessment puts the city’s ten-year need at 700,000 homes: 290,000 to address today’s shortage, 240,000 for population growth and 170,000 for a healthier housing market. The Housing Production Targets set a five-year goal of 350,000 new homes by 2030, half the ten-year need, with 85,000 affordable, 25,500 deeply affordable and 12,750 for households experiencing homelessness, plus 100,000 homes preserved, and split the new construction across the 59 community districts. The Strategic Equity Framework sets out 18 strategies under three headings: mobility, stability and neighborhood equity.

District targets are set in four steps: group districts by how much housing they added from 2016 to 2025, give each group a five-year growth rate, raise the rate 25% in Limited Affordability Areas, then take 25% of the total as affordable, 30% of that as deeply affordable and 50% of that for homeless households. The report is a separate thing from the Affordable Housing Fast Track the voters approved in 2025, which applies to 12 districts. HPD and DCP say the final strategy will be released in October 2026 and updated every five years.
