A privately owned public space is exactly what it sounds like. A developer got extra floor area, height, or a zoning waiver, and in exchange agreed to build a plaza, arcade or garden and keep it open to the public. The deal is permanent. The space is private property, but your right to be there is a condition of the building existing at the size it does.
Most people walk past them without knowing. Some are signed, many are not. Required hours, seating and amenities vary by the agreement each building made.
