In November 2025, voters approved a Charter amendment creating the Affordable Housing Fast Track. Starting January 1, 2027, affordable housing projects in the 12 community districts that produced the least affordable housing over the past five years get a shorter public review. On October 1, 2026, the City published the 12 districts and the data behind the list. Here it is, broken down: every district’s rank, how it was calculated, where BKCB6 stands, and every project counted.

DCP does not rank districts by how many affordable homes they built. It divides the new affordable homes by the homes a district already had, so large and small districts can be compared. The lowest 12 rates are the Fast Track districts. This cycle counts affordable housing from July 1, 2021, to June 30, 2026.
Every number is from DCP’s community district summary. A project counts once it has both an HPD start date and a DOB construction permit within the five years, per the adopted rule.
New affordable homes for every 100 homes a district had at the start of the cycle. Rank 1 is the lowest rate.
Each project DCP counted toward a district’s number: its HPD start date, its DOB job and permit date, and its affordable homes. The total matches the district’s number in the ranking.
