First, since Sunday is New Year's Day, it'll be observed on Monday, January 2nd. What's "observed" mean in this context? It means that on Monday, January 2nd, there's no alternate side, no parking meter enforcement, no sanitation pickup, and no mail. Also, schools, government offices, the DMV, and courts will be closed. On Tuesday, January 3rd, these things revert to normal.
